Understanding the Law

What Is Zone 0? The 5-Foot Rule

Assembly Bill 3074 (2020) established a new Zone 0—also known as the Ember-Resistant Zone—requiring a 5-foot non-combustible perimeter around all structures in California's wildfire-prone areas.

This applies to homes in State Responsibility Areas (SRA) and Local Responsibility Areas (LRA) designated as High or Very High Fire Hazard Severity Zones.

Key Deadlines

  • New construction: Effective March 1, 2025
  • Existing homes: Must comply by February 2027

What's Prohibited vs. Allowed in Zone 0

Prohibited Within 5 Feet

  • Combustible vegetation — shrubs, woody plants, tall grasses
  • Organic mulch — bark, wood chips
  • Combustible structures — wooden fences, gates, trellises
  • Flammable debris — firewood, outdoor furniture, trash cans, dry leaves

Allowed Materials

  • Hardscaping — gravel, pavers, concrete, river rock, bare soil
  • Maintained trees with proper spacing and pruning
  • Non-combustible materials — steel, wrought iron, masonry
  • Small high-moisture plants in non-combustible pots (some local exceptions)

Non-Compliant Home

Wooden fences, organic mulch, and flammable debris within 5 feet create a direct path for embers to ignite your home. This puts your family, property, and finances at risk.
